Although the Air Montenegro website does not explicitly state that a personal item is allowed, they do say the following:
“Apart from one piece of hand baggage, there are other items that you are allowed to take onboard an aircraft, such as a coat/jacket, umbrella, crutches, camera, binoculars, a reasonable amount of reading material, bassinet or a fully collapsible pushchair.”
